William Patterson, outgoing commodore, Commander, Submarine Squadron 16, with the Legion of Merit medal during a change of command ceremony held at the chapel onboard Naval Submarine Base Kings Bay, Georgia. Incoming commodore Capt. Todd Nethercott relieves Patterson.
