It would depend what your talking about. If someone were to say a pair of pants. They would say, “Can I have two pairs of pants) they would receive two pants. If someone said” two pairs of shoes”. Then they would get 4 individual shoes |I don’t know how it works in French but in English pants is a weird noun when talking about pairs.|A pair of two shoes is redundant. A pair = two. A pair of twos: two playing cards valued at 2 (2 ♠️ 2♥️ 2♦️ 2♣️) Two pairs of 👓 (2 items) two pairs of 👖 (2 items), Two pairs of shoes (4 items, 2 matching sets) So perhaps saying a "pair of two" indicates you want the two items to match. Redundant.
