Depending on material - example:  wool - it will have no stretch.  The rise in vintage pants are generally much higher than modern jeans and waist measurement is a exact measurement.  Be sure to measure your pants you are wearing today even though they may say they are a 34 waist.  Then realize they have some stretch as well.  Vintage pants rarely fit the same waist as you are buying today.  Its a good idea to always buy larger than your modern pants by 1 - 2  if you do not measure them or understand the fabric and buying vintage clothing.
