Will a Medical Marijuana Card Show Up on a Background Check?

DocTommy.com“The simple answer to this question is no. Because you only have a medical marijuana card on the recommendation of your doctor, it is therefore considered to be part of your private medical history. All data relating to a US citizen’s health records are protected under the federal Health Insurance Portability and Accountability Act (HIPPA), which means the data is not in the public domain and so should not be picked up by a background check…. It should be noted that the card itself is issued by the state and is not formally protected under HIPPA. However, it is given special protections because of the implied knowledge of your health records that it could give. As a result, state officials are not permitted to access information about it or to pass any details about it on to third parties. No personal data (such as your social security number) is attached to your card either. Even the marijuana dispensary you use can only check whether your card is valid or not. It is therefore pretty much impossible for your card to show up on any background check.”  (Source: Addictive Tips) Read How to Be Sure Your Medical Marijuana Card Doesn’t Show up on a Background Check and Best Background Checking Sites to See if Your Medical Marijuana Card Shows up and more…

“Feel Good” News!

Have you heard about Enedina Stanger?  She is an amazing, living-proof-advocate of the benefits of Medical Marijuana! She was diagnosed with Ehlers-Danlos Syndrome (EDS) (a group of disorders that affect connective tissues supporting the skin, bones, blood vessels, and many other organs and tissues), a painful disorder that cause Enedina’s bones to slip out of place. The world was first introduced to Mrs. Stanger and her condition when her husband competed on American Ninja Warrior in 2015 while she sat on the sidelines in a wheelchair, unable to walk and with a limited, life expectancy.  Over the last 3 years, we have seen Enedina become a MMJ advocate and actually walk and stand on the sidelines during her husband’s ANW course run!  In an ANW episode that aired July 9, 2018, Enedina Stanger made her first run on the course!!!

“Enedina is not afraid to talk about her use of medical cannabis. ‘The United States is still in the ‘cannabis closet’ she explains. ‘We need to talk more about why it works.’ Initially starting the conversation with family and friends, she is now a local cannabis educator as well as a national advocate. ‘We shouldn’t be afraid of speaking to our doctors about treatment we need. If something will help, don’t take no for an answer.'” (source: The Invisible Project)

Read more of Enedina Stanger’s incredible and inspirational story (check out the links at the bottom of the article) and celebrate her healing as you watch the video of her ANW run below!

Being an informed patient puts you in charge of your health and healing.

We encourage you to stay up-to-date with the rapidly changing policies concerning Medical Marijuana (from farming to distribution), especially with the current, federal administration and its choices for its officers.

EMERGENCY REGULATIONS EFFECTIVE IMMEDIATELY: New York State Department of Health Announces Opioid Replacement Now a Qualifying Condition for Medical Marijuana.

“Effective immediately, registered practitioners may certify patients to use medical marijuana as a replacement for opioids, provided that the precise underlying condition for which an opioid would otherwise be prescribed is stated on the patient’s certification. This allows patients with severe pain that doesn’t meet the definition of chronic pain to use medical marijuana as a replacement for opioids. In addition, the regulation adds opioid use disorder as an associated condition. This allows patients with opioid use disorder who are enrolled in a certified treatment program to use medical marijuana as an opioid replacement.” Source: NYS Department of Health Press Release

U.S. Senate Votes To Legalize Hemp After Decades-Long Ban Under Marijuana Prohibition.  The U.S. Senate passed the 2018 Farm Bill, which includes provisions to legalize hemp (cannabis’ non-psychoactive cousin) for the first time since the 1930s.  Senate Majority Leader Mitch McConnell (R-KY) initially sponsored a standalone, legislation to legalize hemp , provisions for which are included in the larger Farm Bill and also makes hemp plants eligible for crop insurance.    Read more…

POLICING: Colorado Schools Are Using THC Test Strips to Find Out What Students Are Vaping. “Particularly in states with legal cannabis, schools have tried a variety of methods to prevent student vaping. Vape pens intended for nicotine are nearly indistinguishable from vapes designed for marijuana, meaning law enforcers often can’t tell what someone is vaping.  Administrators at Yampah Mountain High School in Colorado are employing a newly-developed cannabis detection S2 test strip, allowing educators to find out what students are vaping without police intervention.  Prior to using the S2 test strips, the school administrator would call police to have potential pot products tested.  FYI, police departments have also begun to use these strips to test for cannabis and may use them to crack down on people having a puff on the street.  Read more…

Lagunitas Debuts Hops Cannabis-Infused Sparkling Water.  Lagunitas, a Califonia craft brewery, debuts the first product released by a major brewery in a state-legal cannabis market.  The THC-infused beverage, an IPA-flavored seltzer water called Hi-Fi Hops comes in two varieties: a 5mg of THC and 5mg of CBD infusion and another with 10mg of THC and no CBD, for a stronger buzz. “We’ve often dreamed of hops and their cannabis cousin partying together at the family reunion. We wanted to bring this party to life in a beverage. It’s high-time that good beer inspired a provocative, yet refreshing non-alcoholic alternative. With a smidge of California sun-grown cannabis in every sip.” — Jeremy Marshall, Brewmonster, The Lagunitas Brewing Company  Read more…

Safe Memorial Day Fun

Hurray!  We’re about to launch the Summer Season!  Here are some tips to safely enjoy your Memorial Day Weekend adventures.

Prepare to spend more time outdoors.

  • Protect yourself in the sun with sunscreen.  First, to avoid sunburn and skin damage, picnic under a tree, take a canopy to the beach and chill beneath an umbrella.  SPF-rated moisturizers, sunscreens, and lip balms are not created equal, so peruse The Environmental Working Group’s Guide to Sunscreens.

Hydrate.  It’s important to stay hydrated throughout the day with water-rich fruits and vegetables like watermelon, cucumbers and bell peppers as well as ice pops — here’s Martha Stewart’s easy, any juice ice pop recipeNote: One of our patients makes this recipe with NO sugar or substitutes the sugar with honey water.

Make Healthy Food Choices.  To make it easier, The Environmental Working Group has many wonderful resources for you to seek and find information concerning food safety and more!

  • The EWG’s Food Score Guides help consumers make healthier, greener food choices.  More than 80,000 products are rated on a scale of 1 (best) to 10 (worst) and scored on three criteria: nutrition; ingredient concerns (including factors such as the likely presence of key contaminants, pesticides, hormones and antibiotics, and the health implications of certain food additives); and processing (the extent to which a particular food has been processed).  You can look up a product; search by company; search by category; and find better alternatives.  Take advantage of this amazing, free resource!
  • Grill Veggies!  As we mentioned, it is important to hydrate and eating cruciferous (high, water content) foods makes a great contribution to your water intake.  And vegetables are good for you! So, cook a veggie kabob as part of the meal and check out some delicious, vegetable grill recipes from Food and Wine.

Get Moving.  Just because you may be enjoying a cookout doesn’t mean you have to spend the day eating! Be sure to get a little fun exercise in – throw the ball, play badminton, dance, etc.!

Be Safe. Be Prepared.  Here are excerpts from The American College of Emergency Physicians Top Tips to a Safe Memorial Day Weekend.  Read the full tips and article here.

  • #1: Food Safety — Refrigerate all perishable food within 2 hours, 1 hour if the temperature outside is above 90 degrees; guard against cross-contamination of bacteria, keep uncooked meats away from other foods; avoid food poisoning by cooking fresh poultry to 165 degrees, hamburgers to 160 degrees and beef to at least 145 degrees.
  • #2: Grill Safety — Thoroughly clean a grill of any grease or dust; prevent an uncontrolled fire by checking the tubes leading into the burner for any blockages from insects or food grease;  prevent gas leaks by replacing any connectors; and keep lighted cigarettes, matches or open flames away from a any grill.
  • #3: Water Safety — To prevent drowning, avoid alcohol when swimming or boating; wear a life-jacket whenever you are on a boat;  make sure  are supervise young children at all times; don’t swim alone or in bad weather; learn and teach your children to swim; learn CPR in case of an emergency.
  • #4: Sun Safety — Wear sunscreen with at least an SPF of 15 or higher and apply it generously throughout the day; wear a hat outdoors and a good pair of sunglasses to protect your eyes; drink plenty of water, especially when in the sun or if you are sweating heavily; if you feel faint or nauseous, get into a cool place immediately. (See sun safety tip above.)
  • #5: Travel Safety – Take along a traveler’s first aid kit to help you be prepared for common emergencies. Avoid talking or texting on a cell phone while driving.

Being an informed patient puts you in charge of your health and healing.

We encourage you to stay up-to-date with the rapidly changing policies concerning Medical Marijuana (from farming to distribution), especially with the new administration and its choices for its officers.

New York: Senator Chuck Schumer Introduces Bill on 4/20 to Federally Decriminalize Cannabis.  New York Senator Chuck Schumer, once a leading advocate of federal drug prohibition, has introduced a new bill that would decriminalize cannabis on a federal level, allowing states the freedom to enact their own cannabis laws.  Schumer’s bill would remove cannabis from the list of dangerous drugs scheduled under the Controlled Substances Act of 1970; make funding available to minority- and women-owned canna-businesses; require additional research on the public health impact of nationwide legal cannabis use (including impaired driving); and reserve the federal government’s authority to regulate all commercial cannabis licensing, so that the same restrictions imposed on alcohol and tobacco licenses could be extended to commercial cannabis products.  Read more…

  • Trivia Tidbit: Origins of the term “420” — The association between the number “420” and marijuana began when five high school kids in California met at 4:20 p.m. to look for a mythical, abandoned crop of marijuana plants (using a hand-drawn, treasure map!) in 1971. Source: Snopes.com

Record Number of Running as “Pro-Cannabis Candidates.”  Since several former champions of the War on Drugs, including former Speaker of the House John Boehner (Boehner has been appointed to the board of advisers of Acreage Holdings, a New York City-based canna-business running cultivation, dispensary, and processing operations in 11 states) as well as current Senator Dianne Feinstein, have “done a complete 180” and announced that they now support cannabis reform, it seems that running as the “cannabis candidate” is the popular trend.  From the top five 2020, Presidential candidates to how candidates intend to use the “Marijuana Tax,”  ideas of total prohibition are being traded for legalizing marijuana and reforming various laws in support of safety, regulation, and accountability. We can always hope that such turn-arounds are also influenced by increasing evidence that cannabis is more effective for treating pain than addictive opioids (see below).  See The 2018 Midterms and Marijuana: How Pot Change Will Change the Vote.

Majority of Pain Sufferers Prefer Cannabis to Opioids.  In a new study conducted in cooperation with the University of California Berkeley on pain medications, MMJ community website HelloMD surveyed nearly 3,000 MMJ users regarding cannabis as an effective substitute for opioid and non-opioid medications.  Dr. Perry Solomon, Chief Medical Officer for HelloMD stated, “The latest publication from the National Academy of Sciences clearly refuted the ‘gateway drug’ theory that using marijuana can lead to opioid addiction, instead finding evidence of cannabis having multiple curative benefits… Our study further substantiates this. Hopefully this will awaken the public, medical professionals and legislatures to the fact that cannabis is a safe, non-addictive product, available to help fight the opioid epidemic.”  Amanda Reiman, a lead researchers of the study, said, “Cannabis has been used throughout the world for thousands of years to treat pain and other physical and mental health conditions.”  Read more…

An Ounce of Prevention…

Get Ready for Cold & Flu Season

You may not want to think about it, but it’s time to prepare for the cold and flu season by getting your supplies in order.  There’s nothing worse than getting caught by a cold and not having what you need already on hand.  Here are a few tips to have what you need when you need it.

Prepare Your Medicine Cabinet.  Discard expired medicines and make a list what you need to replace. You may want to include a digital thermometer, decongestants, cough medicines, antihistamines, fever and pain relief medicines, cough drops and throat lozenges, and nasal spray.

Stock Up on tissues, paper towels, hand soap, and hand sanitizer.  Many sources recommend creating sanitizer stations with small bottles of hand sanitizers in each room.  See our article on Hand Sanitizer Safety.

Clean Surfaces and have household cleaners on hand.  With times ranges from seconds to a couple of days, viruses can survive on surfaces outside the human body!  Disinfect heavily touched objects like doorknobs, light switches, remote controls, and phones daily. Clean your humidifier. Clean household surfaces with disinfectants that contain “bleach, alcohol, pine oil, sodium hypochlorite, citric acid, hydrogen peroxide, or quaternary ammonium compounds” (Source: HealthGrades).  To determine if a product meets specifications for disinfectants, look for an EPA registration number on the label, which may be in the fine print.

DocTommy.com

Stock Your Pantry.  You know what “comfort food” means to you, but sugary and fatty foods are not the best for recuperating from a cold and flu! Make sure you have plenty of water, herbal tea, juice, soup (canned and instant). crackers, and easy to prepare and eat foods on hand.

Be Diligent About Washing Your Hands. The Center for Disease Control gives detailed instructions for the proper way to wash your hands and the science behind the suggestions.  Definitely check it out!

Flu Shot. We suggest that you inform yourself about the 2017 flu vaccine as there are some people for whom the vaccine is not recommended for. Read the CDC’s Key Facts About Seasonal Flu Vaccine.  For more information about the 2017-2017 Flu Shot and its side effects, check out Flu Shot Facts & Side Effects from LiveScience.com.

Marijuana Busts Were Up Last Year and You’re Paying Billions for It

Marijuana busts increased last year, with nearly 600,000 people being arrested on a possession charge—a staggering number that costs taxpayers billions of dollars even as the vast majority of Americans support legalization of the drug. The statistic is not only telling for those targeted by the war on drugs, it’s also costly for taxpayers who footed the bill for about 587,700 people to make their way through the criminal justice system last year.  MORE…

World Anti-Doping Agency Removes CBD from Banned Substances List

The World Anti-Doping Agency (WADA), which governs drug testing in the Olympics and sets the standard for anti-doping guidelines in more than 600 sports leagues around the globe, released their updated list of banned substances for 2018. One entry underwent a major renovation from last year’s edition. Under the Cannabinoids section of the list, the WADA spells out that both natural and synthetic cannabinoids are strictly prohibited from being used in competition — except for CBD.  MORE…

Can Uruguay’s Historic Marijuana Experiment Succeed?

In 2013, after years of debate, Uruguay became the first country in the world to fully legalize recreational marijuana. The law was presented as a way to tackle growing drug trafficking and violence. Stringent regulations were put in place to make sure the government controls all aspects of production. Users have to register with authorities, a fingerprint is used for purchasing, and quotas are in place to prevent users from buying in excess. The United States announced they would no longer do business with companies that have links with the marijuana business. The move by US banks raises questions about the global legalization trend. US banks control vast amounts of capital and many countries are reliant on them. Some pharmacies in Uruguay were quick to say that, if their bank accounts were under threat of closure, they wouldn’t hesitate to stop selling cannabis.  MORE…

Voters Defeat Business Bans in Alaska

Three measures aimed at banning cannabis businesses were soundly defeated in Tuesday’s Alaska elections. Voters in the city of Fairbanks, the Fairbanks North Star Borough, and the Kenai Peninsula Borough each rejected measures aimed at banning cannabis businesses. If the prohibitionists had succeeded, businesses would have been shuttered, taking jobs and livelihoods with them, and adult consumers would have been cut off from legal, regulated access. But just as they have in other legalization states like Washington, Colorado, and Oregon, voters continue to support the better approach.  MORE…

Remember Charlo Greene, the reporter in Alaska who quit on air (and dropped an f-bomb) to focus on her medical marijuana business?  You won’t believe what’s happening with her…  or will you not be surprised?

Research Suggests Legal Cannabis Is Failing To Corrupt Youth

“As the Washington Post explained, government and private critics have continued to voice concern in recent years that cannabis use at a young age could lead to addiction to the plant later on, and that increased accessibility could drive such a trend. According to data from Washington and other states, however, legalization hasn’t caused a measurable change in students’ cannabis use thus far—potentially some pretty good news for advocates of its medicinal and recreational legality.”  MORE…

The latest article that Doc Tommy is quoted in is in The Daily Mail. This article leans towards disparaging the beneficial effects of Medical Marijuana, stating, “There is no conclusive evidence that marijuana helps with chronic pain and post-traumatic stress disorder, experts say.”   Hmmm, just who are these experts?  It’s worth reading if for nothing else but to see what Doc Tommy says.

Medical Marijuana in The News

mmj-news-sm

Being an informed patient puts you in charge of your health and healing.

We encourage you to stay up-to-date with the rapidly changing policies concerning Medical Marijuana (from farming to distribution), especially with the new administration and its choices for its officers.

IMPORTANT:

The Marijuana Justice Act of 2017

Senator Corey Booker (D-NJ) has introduced comprehensive marijuana reform legislation, the Marijuana Justice Act of 2017 (read and keep track of the bill’s progress  here) which aims to end federal prohibition of cannabis and examines how prohibition could affect both government and individuals if it continues.

Why is this bill important to you?  The ongoing enforcement of cannabis prohibition financially burdens taxpayers, encroaches upon civil liberties, engenders disrespect for the law, impedes legitimate scientific research into the plant’s medicinal properties…  Read more.

The bill would (1) remove marijuana from the US Controlled Substances Act, thereby ending the federal criminalization of cannabis; (2) incentivize states to mitigate existing and ongoing disparities in state-level marijuana arrests; (3) expunge federal convictions specific to marijuana possession; (4) allow individuals currently serving time in federal prison for marijuana-related violations to petition the court for re-sentencing; (5) and create a community reinvestment fund to invest in communities most impacted by the failed War on Drugs.

For more information on New York State’s Marijuana laws and penalties, news, and legislation issues, peruse NORML’s website where you can also find resources for other states, a variety of information, and lawyers.

FDA Seeking Public Comments On CBD

UPDATE 9/7/17: Read one of our patient’s submissions for inspiration.

The Federal Food and Drug Administration (FDA) is preparing a formal response to the World Health Organization (overseen by The United Nations) concerning how 17 substances including cannabidiol (CBD) should be designated under the 1971 Convention on Psychotropic Substances.  The FDA announced in the FederalRegister.gov that it is soliciting public comments with regard to the therapeutic utility and abuse liability of various controlled substances, including cannabidiol (CBD).

“In doing so, the FDA acknowledged the ‘beneficial’ effects CBD has shown in patients with neurological disorders.” (Source: Leafly)

  • NOTE: Your Medical Marijuana (MMJ) prescription is a combination of CBD and THC (more info here) which makes you the perfect candidate for this survey.
  • The deadline for submissions is Wednesday, September 13, 2017 and no submissions thereafter will be considered.
  • There are 2 ways to participate: online via the Federal eRulemaking Portal or by written submission.  BE ADVISED: “If you want to submit a comment with confidential information that you do not wish to be made available to the public, submit the comment as a written/paper submission and in the manner detailed (see “Written/Paper Submissions” and “Instructions”).”

By the way, “cannabidiol is defined by the US Drug Enforcement Administration as a Schedule I controlled substance, despite:

  • Its therapeutic properties and lack of abuse potential, despite the safety trials which have determined the substance to be non-toxic and well-tolerated in human subjects
  • Seventeen states explicitly recognizing by state-law that CBD as a therapeutic agent
  • The head of the US National Institute on Drug Abuse publically acknowledging that CBD is ‘a safe drug with no addictive effects.’”  (Source: NORML)

The World’s First Cannabis Genetic Test Can Tell You How Your Body Will React to Marijuana.  What if a test could tell you that you may have a negative reaction to marijuana before you tried it? The world’s first cannabis genetic test will be available within the next month, offered by Canadian company, AnantLife, which specializes in genetic testing and counseling for a variety of medical conditions. The test can identify genetic “markers” in your DNA that could indicate a higher probability toward adverse reactions from cannabis use.  Best part is that you can easily perform this test in your own home!

Anantlife’s genetic testing laboratory is accredited by the College of American Pathologists (CAP) and is certified by the Clinical Laboratory Improvement Amendments (CLIA), the gold standards of medical testing certifications. Any test with these two endorsements has been cleared by medical professionals, and any data collected by these certified tests are considered legit by government, university, and hospital researchers in both the US and Canada.

New York City Taxi Driver Wins Medical Marijuana Discrimination Case.  Another victory for medical marijuana patients! In July, the Taxi & Limousine Commission (TLC) revoked a taxi driver’s TLC Driver License, which every NYC taxi driver is required to have, because he tested positive for marijuana.  New York City’s Office of Administrative Trials & Hearings (“OATH”) has issued a report and recommendation to reverse an adverse action taken by the TLC against a lawful medical marijuana user and has ruled that a taxi driver cannot have his license revoked for using medical cannabis.  The New York Compassionate Care Act states that certified patients cannot be subject to penalties or denied any rights or privileges solely due to their medical cannabis use because (1) patient certification is analogous to a prescription and cannot be considered illegal drug use, and (2) certified patients are deemed to have a disability under the New York State Human Rights Law.

Caring for Bug Bites

‘Tis the season for enjoying the outdoors and having meals outside!  However, all too often, you get eaten, too!  Here is a list of useful links to prevent and soothe the irritation of bug bites and keep yourself off of the menu!

Insect Repellents

Best Insect Repellent Buying Guide – Consumer Reports

10 Natural Ingredients That Repel Mosquitos

  • We like this article because while the FDA has not approved essential oil products as drugs because of a lack of clinical trials to meet the agency’s standard for safety or effectiveness, this article provides information from accredited agencies such as the Center for Disease Control.
    • The FDA requires companies to include the following disclosure regarding the therapeutic benefits of essential oils: “These statements have not been evaluated by the Food and Drug Administration. This product is not intended to diagnose, treat, cure, or prevent disease.”
    • You can read the FDA’s discussion on Aromatherapy here.
  • We also like that this article provides links to its sources for you to read the information for yourself to make informed choices.

One of our patients recommends Amazon.com as a good place to purchase essential oils and offers these tips:

  1. Read reviews of the products and their sellers.  Sellers sand products with favorable reviews have them for good reasons. It’s a good idea to check a few unfavorable reviews to get a better understanding of what customers liked and disliked.
  2. Read all of the product descriptions carefully to avoid disappointment.
  3. Choose oils that are all-natural, unfiltered and undiluted; preferably steam-distilled; and free from toxins, additives or preservatives.
  4. You can find good deals on larger-sized bottles. Search for the type of oil you desire in 4oz. bottles.  For example, search for “Lavender Essential Oil 4oz.”
  5. Try to purchase all of your desired oils from the same seller to receive free shipping deals.

Gear

Mosquito Netting is important because it prevents insect bites and comes in a variety of colors, styles, and sizes for just about every function — from portable tents to king-sized beds to baby carriages and strollers!  Many mosquito nets are pre-treated with insecticide for extra protection.  This guide from SafariQuip gives very detailed information to help you choose netting that is right for your location as well as your needs.  You will also find information on mosquito-repellent clothing and other products. Another good read is the Mosquito Net Buying Guide which even gives you tips on how to get the best deals on eBay.

Wearables.  You can find everything from insect repellent clothing that repels fleas and ticks (and for pets, too!) to jewelry that you can easily put on and take off.  Some of the jewelry is simple, others are quite fashionable and ornate!  You can find wearables that are chemically-treated and which use all-natural ingredients to repel bugs.

Now for the not-so-great news…

An interesting study described in Science Magazine tells that while citronella candles are great for ambiance, they have little to no effect on repelling insects!  Scientists conducted a study using a human as bait with one of five sprays, five wearable devices, or a citronella candle.  Researchers found that “most did not live up to the promises on their labels. At a distance of 1 meter, DEET and oil of lemon eucalyptus sprays reduced mosquito attraction by 60%.”  Check out the full details in the Journal of Insect Science.

What Really Works For Mosquito Control? explains how various mosquito repellent devices work and how effective they are — which can save you money on products that won’t suit your needs.

Being an informed patient puts you in charge of your health and healing.

We encourage you to stay up-to-date with the rapidly changing policies concerning Medical Marijuana (from farming to distribution), especially with the new administration and its choices for its officers.

N.Y. Health Department improves medical marijuana program amid growing demand.  “Effective immediately, doctors, nurse practitioners and physician assistants can register online and certify patients the same day. Officials say that will help streamline and simplify the registration process for medical professionals.  The state’s medical marijuana program has more than 22,000 patients, and that number is on the rise. In late March, the department added chronic pain as a qualifying condition and since then an additional 7,504 patients have become certified.”

Massachusetts Court Rules for Woman Fired for Medical Marijuana Use.
“Massachusetts’ top court on Monday ruled that a woman who had been fired for testing positive for marijuana that she had been legally prescribed under state law could sue her former employer for handicap discrimination.”

Marijuana Industry Gears Up After N.J. Candidate Backs Legalization.
“Since Philip Murphy, a Democratic candidate for governor, said he supported making recreational marijuana use legal, growers have stepped up their planning.”

US Attorney General Jeff Sessions Praises Failed D.A.R.E. Program.  “There’s just one problem with the AG’s assertion, he was dead wrong on the facts… Far from effective, D.A.R.E. was an abject failure, at least, according to the feds. In 2003, the GAO (a.k.a. the U.S. Government Accountability Office) disclosed the program made absolutely no difference.”

Canadian Dollars Are Funding Global Cannabis Expansion.  “Now in the 21st-century, marijuana is finally getting its due as an incredible medicine. To that end, Canada is building upon its reputation as a pot-loving country by funding the international cannabis industry.”
